Planning Context

The Council will consider planning applications in accordance with their Local Plan unless material considerations indicate otherwise. Local Plans are Council documents that set out the amount and distribution of housing and employment land over a specific period. The Council’s current plan is out of date.

The Development Plan for Houghton on the Hill is the Harborough District Council Local Plan, adopted in April 2019. The adopted local plan sets out the Council’s planning strategy for the District up to 2031.

The Council is currently preparing a new Local Plan, which will replace the currently adopted policies, and has recently undertaken a Regulation 18 Issues and Options consultation which concluded in February 2024. It is expected that the next version of the emerging Local Plan will be consulted upon in early 2025.

Importantly, the Site is draft allocated in the Emerging Houghton on the Hill Neighbourhood Plan for about 80 dwellings under emerging Policy L3A. As shown below, Policy L3A also states that various supporting infrastructure and amenities will be required as part of the development.
